Pradhan Mantri Matru Vandana Yojana

Under - nutrition continues to adversely affect majority of women in India. In India, every third woman is undernourished and every second woman is anaemic. An undernourished mother almost inevitably gives birth to a low birth weight baby. When poor nutrition starts in - utero, it extends throughout the life cycle since the changes are largely irreversible. Owing to economic and social distress many women continue to work to earn a living for their family right up to the last days of their pregnancy. Furthermore, they resume working soon after childbirth, even though their bodies might not permit it, thus preventing their bodies from fully recovering on one hand, and also impeding their ability to exclusively breastfeed their young infant in the first six months.

Pradhan Mantri Matru Vandana Yojana  (PMMVY) is a Maternity Benefit Programme that is implemented in all the districts of the country in accordance with the provision of the National Food Security Act, 2013. Mission Shakti which encompasses the PMMVY Scheme came into operation from 1.4.2022. 

Objectives

  1. Providing partial compensation for the wage loss in terms of cash incentive s so that the woman can take adequate rest before and after delivery of the first living child.
  2. The cash incentive provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mothers (PW& LM).

Target beneficiaries

Scheme aims to cover women belonging to socially, economically disadvantaged, and marginalised sections of society.

  • Any of the following eligibility criteria is required to avail the benefit of PMMVY:
    • Women belonging to scheduled castes and scheduled tribes
    • Women who are partially (40%) or fully disabled (Divyang Jan)
    • Women holder of BPL ration Card
    • Women Beneficiaries under Pradhan Mantri Jan Aarogya Yojana (PMJAY) under Ayushman Bharat.
    • Women holding E-shram card
    • Women farmers who are beneficiaries under Kisan Samman Nidhi
    • Women holding MGNREGA Job Card
    • Women whose net family income is less than ₹ 8 Lakh per annum
    • Pregnant and Lactating AWWs/ AWHs/ ASHAs
    • Women holding Ration Card under NFSA Act 2013
    • Any other category as may be prescribed by the Central Government 
  • All eligible Pregnant Women and Lactating Mothers who have their pregnancy on or after 01.01.2017 for first child in family. With effect from 1.4.2022 PMMVY benefit given for second child also, if the second child is girl.
  • Timeline from LMP to childbirth - LMP+140 days to LMP+300 days (pre-mature and postmature). The date and stage of pregnancy for a beneficiary would be counted with respect to her Last Menstrual Period (LMP) date as mentioned in the Mother and Child Protection Card (MCP) card.
  • The age of beneficiary under PMMVY should be 18 years & 7 month and less than 55 years at the time of child birth.
  • In case of miscarriage/still birth, the beneficiary will be treated as fresh beneficiary in event of any future pregnancy. 
  • A beneficiary is eligible to register in PMMVY till 270 days from childbirth

Benefits under PMMVY

  • The PMMVY benefit of Rs 5000/- is given for first child in two instalments (first instalment of ₹ 3000/- after Ante-Natal Check-up (ANC) and second instalment of ₹ 2000/- after the childbirth and 14 weeks of universal immunization). Rs. 6000/- is given for second child (if girl child) in a single instalment after the child birth and completion of universal immunization within 14 weeks.
  • In addition to above, the beneficiary is also eligible to get the benefit of Janani Suraksha Yojana (Ministry of Health and Family Welfare Scheme) after institutional delivery. 

Registration under the Scheme

  1. An eligible women can also fill the form directly from the PMMVY portal. The nearest Anganwadi worker/ASHA worker can also fill the form online for an eligible woman.
  2. During registration, the beneficiary will be required to submit copy of the  MCP Card (Mother and Child Protection Card), Proof of Identity of Beneficiary (Aadhaar Card or permitted Alternate ID Proof) and Bank/ Post Office Account details of the beneficiary. Mobile number is mandatory for providing information regarding the status of application and disbursement of fund
  3. For claiming second instalment, beneficiary is required to fill online form after six months of pregnancy, along with the copy of MCP Card showing at least one ANC.
  4. For claiming third instalment, beneficiary is required to submit online fomr along with copy of child birth registration and copy of MCP card showing that the child has received first cycle of immunization or its equivalent/substitute.
  5. In case a beneficiary has complied the conditionalities stipulated under the scheme but could not register/submit claims within the stipulated time can submit claim(s) - A beneficiary can apply, at any point of time but not later than 270 days of pregnancy, even if she had not claimed any of the instalments earlier but fulfils eligibility criterion and conditionalities for receiving benefits.
